The Lowell Milken Family Foundation HighTech-LA celebrated its dedication on November 17, 2004, as a revolutionary public charter school in the Los Angeles Unified School District (LAUSD). Lowell Milken's expertise in the relationship between quality teaching and the effective use of technology in the classroom has been instrumental in the development of this model school for the 21st century. The cutting-edge $13-million campus, built through a remarkable public/private partnership, targets low-income and minority students for a rigorous education in preparation for careers in engineering, medicine, math and science.

Lowell Milken asserts the importance of early childhood care and education in ensuring a higher quality of life for more than 15 million children living in poverty in this keynote address that launched the 1997 Milken Family Foundation National Education Conference.

Lowell proposes a comprehensive, three-pronged strategy that includes accessible health services to all families, a two-tier system of parent education, and high-quality early education and care for all children. The proposal also discusses federal income tax credits and other benefits for families of children living in poverty, as well as guidelines for the quality of early education and care, to be set forth by the federal government and enforced by state and local authorities.

Excellence and high standards in education actively promote equity by affording an outstanding education to students with few advantages other than their will and capacity to learn and improve.
