Chris Rinkus is a special assistant in the Office of Elementary and Secondary Education at the U.S. Department of Education. Rinkus helps lead the Department’s review of ESSA state plans and manages the new student-centered funding pilot for local school districts. Before joining the Department, he was a senior partner at Allovue, a startup that specialized in resource allocation software and systems for school districts. Previously, he worked for D.C. Public Schools for seven years, rising to the position of deputy chief of student enrollment and school funding, where he redesigned the district’s $500 million school budget planning process, including introducing a new, innovative local funding stream for at-risk students.
